That's a good idea. I just created a feature request in my tracker:

Feature # 179: Add a role permission for allowing users to enter/upload HTML

Adding external HTML snippets and entering HTML for album and media object titles and captions is a system-wide setting that applies to all users. It may be useful to configure this as a role permission instead. This would allow certain trusted users - such as an admin - to be able to add HTML while restricting others.
