I looked through the documentation and forums and I am still confused by the rights for an anonymous user. Is an anonymous user able to download pictures? If so, is there any way to prevent that? I would like for only users that are logged in / approved to be able to download.

There really isn't a built-in way to do this, primarily because it can't be done effectively. If you are allowing your users to view a media object, there isn't a 100% reliable way to prevent them from downloading it. It is a frustrating limitation in HTML.
