Ability to hide unavailable / unauthorized actions....

Right now they show up as grayed out. Leaves a user wondering why can I not do this or wow theirs an Admin option, how can I get that...

Can the system simply hide these from view so when they click on the Actions menu the drop down menu does not show them and only shows what they are authorized to access.
